So the text of this rule currently says: "All requests belong on /r/ unless otherwise noted."

That's pretty broad. This has led to some pretty divergent interpretations on the team. These differing interpretations have led to inconsistent enforcement between boards, which is apparently quite confusing some users.

For clarity, what we're trying to target with this rule is users creating new threads in which they ask for the name of a particular model or character, ask for the source of a particular image, or ask for more images of the same theme (without first providing several images of their own to get the thread started). Left alone these threads would greatly increase overall thread turnover and push most of the actual content off the board. Obviously this mostly applies to the porn boards, but it can occasionally apply to boards like /a/ and /co/ if people are asking for links to particular episodes or issues, or particular fan art images, etc.

Replies to otherwise rule-abiding threads asking for sources/names are not what we are trying to get rid of here; these are essentially harmless. The threads on these boards have a much higher reply limit than image limit, so there's no way that these sauce replies are preventing anyone from posting more content. So on one of the porn boards, within an otherwise perfectly fine thread, if someone asks for the source of one of the images within the thread then that is not something that should be deleted or ban requested; it's essentially harmless and it's a waste of everyone's time to try to police that sort of stuff. Moreover, while it might be annoying to some, it's certainly not something that we should ban someone from the entire site for 24 hours over.

tl;dr - delete or BR request threads, ignore and clear reports for request replies
