For /e/, could there be a new WR-only template along the lines of:

Perhaps mention to read the sticky if appropriate.

Even though this is not listed as an explicit rule on the rules page, it is listed as a definite requirement in the board sticky, and is consistently enforced as a rule by both me and others who check the board.
While I can warn for it being a request thread, it isn't as if threads are being removed solely for requesting something, but also for the OP failing to provide sufficient content to start a thread. So I feel that is a misleading warn.
Also, while others and myself will inform the OP to read the sticky, I feel the frequency of this specific case is enough to directly inform OP through a warn as well.

There really isn't any repeat offenders who get warned/banned for GR16 when not posting enough images. It's just a problem that will always exist because of newfags who didn't lurk moar before posting.
/g/ has a board specific rule with a template re-stating GR16 like what you're suggesting, and I can assure you that it has no noticeable effect.
